Queensland Statutory Requirements

The Resources Safety and Health Queensland Act 2020 (RSHQ Act) was passed by parliament on 17 March 2020, establishing an independent statutory body named Resources Safety and Health Queensland (RSHQ). The independent regulator became effective from 1 July 2020, with the vision: Zero Serious Harm.

Mineral Mining Competencies

Queensland mining staff in statutory positions need to show they have the appropriate skills and knowledge to perform their duties. There are clearly stated competencies required for mineral mining statutory positions and site senior executive notices issued by the Queensland Board of Examiners.

All SSEs (including those temporarily appointed) at a mineral mine or quarry employing more than 10 workers, must hold a Site Senior Executive Notice. The Board of Examiners (BOE) issues the notices, after a successful application is received. To ensure that your application is successful, you need to provide the following:

  • A completed application from, witnessed by a Justice of the Peace (or similar)
  • Certified copy of identification 
  • Certified copies of educational qualifications
  • Certified copy of shot firer licence (or blasting qualifications) (if applicable)
  • Completed work history* signed off by the SSE or similar position (not just job titles)

*Applicants who hold a IQA Certified Practising Quarry Manager (CPQM) certificate, may be exempt from providing a work history.

Mandatory Competencies - Queensland

The following is a breakdown of the requirements of all SSEs (including those temporarily appointed) at quarries mines employing more than 10 people: 

For SSEs on sites with 5 or less employees:

Unless otherwise directed by an inspector:

  • 2 years experience in mining or quarrying over the previous 5 years (or as determined by an Inspector of Mines given the nature and complexity of the operation), and
  • completion of the training courses
        - Introduction to Safety Management Systems, and
        - Effective Risk Management, and
        - Incident Investigation, and
        - Electrical Awareness

If blasting is to take place:

  • A recognised shots-firers licence, or
  • The 3 competency units - RIIBLA301D Conduct surface shot firing operations, RIIBLA205D Store handle and transport explosives, RIIBLA305D Conduct secondary blasting, or
  • A recognised Safe Drilling and Blasting course

2021 Safety Reset

Safety resets are underway across Queensland and will be undertaken by industry through to 30 September 2021. The 2021 Safety Reset pack contains all of the information you need with the reporting template available for download by clicking the button below.

Peak bodies and industry will be required to report information on their safety reset, including such detail as the number of sites participating, duration and summary of actions/initiatives resulting from the reset.

  • Incident Investigation
  • Electrical Awareness
  • Guidance on planning and essential topics for professional development
    • * Applicants who hold an IQA Certified Practising Quarry Manager (CPQM) certificate, may be exempt from providing a work history
  • The IQA has partnerships with RTOs who offer the mandatory units of competency (accredited training). The IQA can assist you in enrolling in the required units.
